I'm not sure about Worcester proper, but I know leicester/cherry
valley has a recycling centre.  I'm fairly certain you need a car tag
to dump there but I don't think they care if you're just dropping off
electronics, since they charge you a fee anyway.  It's reasonable,
$5-30(iirc), depending on size.
