HI Rich,

Are you *sure* it didn't create the CGI files, or did it just put them
somewhere that you didn't expect?

Here is what I found on my version 3.12.4 of the software:
./src/cgi/multimon.cgi
./src/cgi/upsfstats.cgi
./src/cgi/upsimage.cgi
./src/cgi/upsstats.cgi

I would try "make distclean; ./configure ... ; make" again.  I wouldn't
do the "make install" until you're sure you have everything you want.
