Should be easily possible.

Prodvided neither you your ISP blocks the port and you IP address doesn't
change, should be possible.

I've  never experienced a charge to setting up a service on server. If the
server is Primary for a domain, you will need to register it, but that's
usually part of the domain registration fee.
