Provided neither you nor your service provider are blocking access to that
port it should be easily possible.

I've set up a few official and several ad hoc name servers and have never
needed to do much that was hardly official. In the case of registering a
domain, you do need to provide the IP addresses of registered hosts, but
there was not a specific charge from network solutions, and they seem to
be great ones for finding ways of charging you for things.
